         The Township operates with volunteer fire fighters from one fire station on the
         9th Line of Beckwith.  The Township operates rescue unit (includes section of
         Highway 7 & 15) and has successfully implemented shuttle tanker service.
         The Township covers a largely rural area with a number of rural subdivisions.

           Notes and Key Factors for Understanding Results
         Beginning in 2002, 100% of all road costs, including overhead has been allocated 
         to paved, unpaved and winter control costs.  Vehicle maintenance, road 
         administration and administrative program support expenditures have been 
         allocated 20% to paved roads, 30% to unpaved roads and 50% to winter control.

         Municipality has a standard of plowing, sanding and salting roads when snow 
         accumulation is ten centimetres or more on paved roads and when snow 
         accumulation is fifteen centimetres or more on gravel roads.

         Administrative program support costs were allocated to waste management and
         then divided between collection, disposal and diversion based on percentage of 
         expenditures.  Since 2003, Household Hazardous Waste expenditures are
         included under Solid Waste Diversion.  Labour for the distribution of garbage
         bag tags is now included under collection.  Revenue for the sale of recycled
         material has been subtracted from expenditures for Solid Waste Diversion.

           March Break and Summer Day Camp participation comprise a significant 
           portion of the hours reported.  A small number of hours have been added 
           for drop-in activities such as pond skating.  Although a number of 
           community organizations use municipal facilities, the municipality does not 
           take an advisory role so no participant hours have been included for those 
           activities.  Many of our residents will be using Town of Carleton Place 
           programming (pool, arenas etc) through the recreation agreement with the
           Town.
